Carl Buchman, P.E.
NPCA Senior Technical Consultant
Carl holds a P.E. license in four states and has nearly 50 years experience in the precast industry, having served in multiple capacities including design engineer, production manager, sales engineer, and vice president & general manager. He has designed plants from the ground up and has used his engineering background at the highest levels of management. Carl has a BS degree in Civil Engineering from Princeton University and a MS degree in Building Engineering and Construction from the Massachusetts Institute of Technology. He is a technical consultant to several organizations besides NPCA, and is the Executive Director of the Precast Concrete Association of New York.

Claude Goguen, P.E.

Claude Goguen has more than 15 years of experience in the precast concrete and construction industry He holds a degree in Civil Engineering and is a licensed PE in Indiana and licensed P.Eng in Canada. Prior to his role in technical services with NPCA, Claude was an operations manager at a precast concrete manufacturing plant. He also worked as a field superintendent, project manager and project engineer on numerous large residential and commercial projects. Claude is a member of ASCE (American Society of Civil Engineers) and CSCE (Canadian Society for Civil Engineering).
